What's Changed Since This Data Was Published?

This list was compiled from the last publicly available data before most carriers started filing their policy counts as trade secrets. A lot has shifted since then. Here's what we're seeing on the ground.
1. Nationwide Has Re-Entered Florida
One of the more significant recent developments is Nationwide's return to the Florida homeowners insurance market. Unlike many of the new entrants discussed below, Nationwide is a nationally rated carrier with deep financial backing. They're writing competitive home and auto packages, which is worth paying attention to if you're looking to bundle your policies. Our agency is one of a select few participating in an early pilot program with Nationwide in Florida, so we can write these policies now—even though availability is still limited statewide.
2. Citizens Has Shrunk Dramatically
Citizens held 687,502 policies when this data was collected. As of early 2026, that number is roughly 336,000—a drop of more than 50%. At its peak in October 2023, Citizens insured 1.42 million homes. The state's depopulation program transferred over 546,000 policies to private carriers in 2025 alone.
Citizens is now filing for its first rate decrease in a decade—a 2.6% average cut for personal lines. That sounds like good news, but here's what I want you to know: many homeowners who got moved out of Citizens saw their rates go up when the new carrier renewed their policy. If you were part of a depopulation takeout, it's worth having your agent review what you're actually paying now and whether better options exist.
3. Progressive Pulled Back
Progressive, ranked #8 through its ASI subsidiaries, has been non-renewing homeowners policies across Florida. In our office, we saw many of those displaced policyholders end up with Loggerhead (#23 on this list, with just 47,284 policies at the time). Loggerhead's book has likely grown significantly, but we can't confirm exact numbers because they've filed their data as a trade secret.
4. Slide Grew Fast Through Depopulation
Slide (#4) was approved to assume up to 455,900 Citizens policies in 2025. That kind of growth could make them one of the largest private home insurance companies in Florida—but fast growth through depopulation and long-term stability aren't the same thing. We're watching how they handle claims and renewals as that book matures.
5. The "New" Companies Aren't Always New
You may have heard that 17 new insurance companies have entered Florida since the 2022 legislative reforms. That's technically true, but the story behind many of them is more nuanced than it sounds.
Tailrow Insurance Exchange is the new company from Homeowners Choice (#18 on this list). Ovation Home Insurance Exchange is a sister company to Florida Peninsula (#10). Manatee Insurance Exchange is the reciprocal exchange version of Safepoint—they moved existing policies into that entity. Orange Insurance Exchange is the new exchange company from Cabrillo/Safe Harbor.
These aren't all new competitors bringing fresh capacity. In many cases, they're existing carriers restructuring how they hold policies. There are genuinely new entrants too—Mainsail and Safeport among them—but whether they'll still be here in five years is an open question. Florida has a long history of new companies that don't last.
6. Why This Is the Last Version of This List
The data above comes from the Florida OIR's reporting system, formerly called QUASR and now called the Market Intelligence Report. Out of the 25 companies on this list, 21 have since filed their policy counts as trade secrets. The only ones still reporting publicly are Citizens, Allstate/Castle Key, Monarch National, and Florida Farm Bureau.
That makes this the last comprehensive, publicly sourced list of Florida homeowners insurance companies ranked by policy count. We'll keep updating the market commentary above, but the ranked data itself can't be replicated with newer numbers.
What to Look for Beyond Company Size
A company can write hundreds of thousands of policies and still not be the right fit for your home. When I'm helping a client choose, here's what I tell them to focus on:
Financial stability. Check whether the company is rated by Demotech or AM Best. These ratings tell you if the insurer can actually pay claims after a major storm—which is the whole point of having insurance.
Claims handling. Do they use in-house adjusters or outsource everything? How fast do they respond? The answer matters a lot more after a hurricane than it does on the day you buy the policy.
Underwriting guidelines. Every company has different rules about roof age, home value, coastal ZIP codes, and prior claims. We help you skip the ones that won't write your home so you don't waste time.

Many homeowners are placed there because no private company would write their policy. Those policies are often later transferred to private insurers through the state's depopulation program.
Why are so many Florida insurance companies non-renewing policies?
Hurricane exposure, high litigation costs, and expensive reinsurance have caused many carriers to pull back. Several have reduced their footprint or left Florida altogether. On the positive side, legislative reforms enacted in 2022 have since attracted 17 new companies to the market.
